Please note that on or around July 15, 2009, AT&T will no longer be
offering access to the Usenet netnews service. If you wish to continue
reading Usenet newsgroups, access is available through third-party
vendors.

Could be.
But didn't turn up in my non-AT&T usenet feed.

Legitimate message.
It's being posted to AT&T/SBC/etc. Usenet servers.

What are some good, free Usenet servers? I don't care about the binary
groups.

I've lost track of the free ones, though I know there are some.

The lowest service level on giganews is $3/month with a 3GB cap.
Looking at my usage, for a dozen or so text groups, I'm doing
something like 1.5MB/day -- or 0.045GB/month.

That's where I am for now.

Others also have a similar tier of service.

A good place to refer to is the recent discussion on this topic in
rec.photo.digital with the subject "ISP ending Usenet service: which
free/cheap ones are best?," posted on Tue, 09 Jun 2009 09:38:24.
