That little port on top and the circle visible inside are in fact the
bubble level. The image of the bubble is projected onto the bottom of
the imaging area, below the bright lines.
Two things can easily go wrong: the top opening can be blocked by an
errant finger or lot of dirt; or your eye's angle of view is too low to
see the reflected image.
The bubble viewer isn't the greatest design, but with a little practice
you'll get it. Try practicing under bright light -- just the finder, not
the camera. If you wear glasses as I do you might have to exercise your
eye more, as the finder has almost no eye-relief.
